Platform for managing urban services and assets that can be used by cities in order to manage their public services in a more efficient and participative manner

Proposal

The new Information and Communication Technologies have been making citizen participation in several aspects of public life increasingly more accessible, while allowing for public authorities to reach new city management standards. According to the Digital Governance Strategy of the Ministry of Planning, Budget and Management, the application of this technology in public policies is a critical factor for Brazil’s economic and social development. In this sense, the Electronic Government policy works on three essential fronts: with the citizen; enhancing governments internal management; and integrating partners and suppliers.

About the initiative

ZUP – Zeladoria Urbana Participativa (Participatory Urban Governance) is a powerful management tool that can be used by any city interested in managing their public services in a more efficient and participative manner.

It enables managers to collect, analyze, organize, share, and monitor information on the city, automates document flows and allows for managing inventories and services provided by partner companies. The citizen, in turn, takes part in governance by mapping demands and tracking public services provision.

ZUP is formed by 2 main components, ZUP Citizen and ZUP Management (ZUP Management includes two additional components, ZUP Fiscal and ZUP Inventories). Through ZUP Citizen, it is possible to create a geo-referenced report of a problem that needs solving. This information is inserted into the ZUP Management module, a Business Intelligence system by which public managers can track and perform the case resolution process, which is then informed to the citizen. ZUP Inventories enables the monitoring of urban assets, whereas ZUP Fiscal aids the field work of public employees. The system information feeds a database on all governance operations, which contributes for managers to anticipate issues.

The ZUP platform was implemented by cities such as São Bernardo do Campo-SP (VcSBC), Boa Vista-RR (VcBV), Rio de Janeiro-RJ (ZUP RIO), and Cascavel-PR (Particity). Moreover, the city of Marechal Cândido Rondon-PR has adopted the solution autonomously (VcMCR).
