The platform Particity, a ZUP – Zeladoria Urbana Participativa (Participatory Urban Governance) deployment in Cascavel-PR, was officially launched on May 29th, at an event in the auditorium of the City Hall. About 100 people attended the launch, among officials of the City Hall and municipal departments, press and authorities. The ceremony was conducted by the municipal secretary of Social Communication, Ivan Zuchi, and had the participation of the mayor of Cascavel, Leonaldo Paranhos, the deputy mayor, Jorge Lange, and the representatives of Instituto TIM Leandro Guerra and Cleber Affranio.
The opening was carried out by Antonio Castanheira, from the ZUP team, who explained the operation of the platform and clarified guests’ doubts. Then, the mayor, the deputy mayor and the representatives of Instituto TIM were called to the stage to talk about the launch. “This app brings to us the possibility of learning about our problems and giving vent to the solutions of what the City Hall has financial and structural conditions to do”, declared Paranhos. “The same way we planned the insertion of the app, we have already created a whole structure for the reception of these demands and the teams to deal with them.”
Leandro highlighted the record time of ZUP implementation in the municipality, which started in February and included several trainings conducted by the ZUP team for officers of the City Hall and the municipal departments. “It demonstrates the seriousness of the City Hall and the engagement of the teams in order to provide this service to the citizen.” The representative of Instituto TIM said that ZUP puts the citizen at the center of the public management process and allows the City Hall to analyze data, improve its planning and give transparency in the process of resolving the demands. “I would say this is the first step to a smart city.”
Particity can be accessed by any person via web platform or app for Android and iOS. Citizens can create geo-referenced reports on 170 categories of services, such as change of lamps on streetlights, repairs of holes on the streets, tree pruning, signaling of roads, among others. The requests are forwarded directly to the responsible departments, and the citizens can track the status of their demands directly by the system. The platform has already 150 requests registered.
The three ZUP modules were used in the deployment of Cascavel: ZUP Gestão (Management), ZUP Cidadão (Citizen) and ZUP Técnico (Technical). In the municipality, the tool will also be used for demands related to the Municipal Guard and the Citizen Territory Program, ehich works in an itinerant way and offers several services to the population. Soon, the City Hall will start the first inventory through the system, mapping vacant land in the city.

ZUP is also in operation in São Bernardo do Campo-SP, Boa Vista-RR and Rio de Janeiro-RJ. ZUP deployment in São Bernardo do Campo, VcSBC, was one of the wining initiatives of the contest Governarte 2015: Eduardo Campos Award, held by the Inter-American Development Bank (IDB).
