Ceará Department of Culture is expanding the use and functionalities of Mapas Culturais. The open source software developed by Instituto TIM was used to create the website and app of the 3rd edition of Maloca Dragão, a great cultural festival that happened from April 28th to May 1st, held in association with Dragão do Mar Culture and Art Center. For the first time, a public notice was opened to contribute with the festival curatorship, and registrations for the call for bids were held at Mapa Cultural do Ceará platform, the deployment of Mapas Culturais in the state.
The tools development was performed by Instituto Mutirão, that supported Mapa Cultural do Ceará deployment, and by Hacklab, Instituto TIM associate in developing Mapas Culturais. The director of Instituto Mutirão, Uirá Porã, explains that the suggestion of using the platform to release the call for bids was not only because it already allowed the opening of public notices, but also to motivate even further the use of the platform by audiences. The result was beyond their expectations.
“The platform had 700 new enrolled agents during this process, and the call for bids reached 323 registrations, when our expectation was only of 100 entries”, says Uirá. The festival website and app were developed based on tools created for Virada Cultural, one of the most important cultural events in São Paulo (SP) and that also used Mapas Culturais technology. “It is important to highlight that Mapas was used throughout the whole process, from artists registration to participate in the festival to the app that has been downloaded by audiences”, he adds.
The good experience with the public notice for Maloca Dragão led to the opening of a new call for bids in the platform, that will select cultural promotion projects to be part of Ceará’s Art Season in Instituto Dragão do Mar. This time, new functionalities are being developed to improve the use of the platform for public notices. “Before, it was only possible to attach documents for registration. We created a form with fields in which data will also be transformed into indicators at the platform”, says Uirá. Everything was documented so that other interested deployments can implement this resource.
There are still new functionalities being developed and two more public notices that should be released in the platform soon. “It is awesome this initiative from Instituto TIM to develop an open source tool to public service that allows governments and municipalities to improve the system and that these improvements can be exploited by everyone who uses the software. It is a case that should be known by everyone”, states Uirá.
